The firm

Luminaire – MSO advises operators, asset owners, and regulators on airworthiness, regulation, and fleet decisions across Saudi aviation. The firm both advises on aviation decisions and executes the resulting work: manuals, certifications, repair-station standups, and organizational restructures. Luminaire holds GACA consultant registration and operates from the Eastern Province.

Luminaire holds no maintenance approvals, operates no aircraft, and maintains no commercial relationships with OEMs, MROs, or parts suppliers.

How the firm works

Luminaire works on three sides of the Saudi aviation market: technical assessment for transactions and disputes, advisory for management and strategy, and capability-building for client teams. Each engagement is led by a senior consultant with operational experience in the area being advised.

Deliverables are document-controlled. Every report, manual, and compliance roadmap is numbered, stamped, and traceable. Implementation support continues through the regulatory submission or the asset transition, not just up to the final report.

Founder & Principal Advisor

Mujahed Al-Otaibi founded Luminaire – MSO after thirty-five years in Saudi aviation. His career spans technical, engineering, and executive leadership at Aramco Aviation, Saudi Aviation Engineering Company, and Al-Oula Aviation, covering maintenance operations, fleet engineering, helicopter division management, and C-suite roles across rotary and fixed-wing platforms.

He holds GACA and FAA maintenance licenses, an FAA commercial pilot certificate, and serves as Chairman of the Gulf Aviation Safety Union.
